Apps com Services ou AlarmManager (entre outros) não deveria poder mover para o SD Card :\
Se seu app for um live wallpaper por exemplo, ele vai ser removido e o usuário vai ter que colocá-lo manualmente depois...

Sempre liberei os apps para poderem ser movidos para o sdcard e nunca tive problemas, porque vc acha que pode dar problema?--
