Eu já fiz algo com OCR no iOS usando a biblioteca Tesseract , open source. Foi bem tranquilo compilá-la e alterá-la às minhas necessidades no iOS, usando a NDK deve ser tranquilo também, no Android. NDK não é nenhum bicho de sete cabeças!
