Você pode mandar essa mesma mensagem uma a uma, ou mandar de uma vez para 1000 users...

Não tem nada a ver com limites e taxas...

registration_ids

A string array with the list of devices (registration IDs) receiving the message. It must contain at least 1 and at most 1000 registration IDs. To send a multicast message, you must use JSON. For sending a single message to a single device, you could use a JSON object with just 1 registration id, or plain text (see below). Required.

Uma dúvida que tenho seria sobre o número de destinatários que podem uma mensagem pode ter. Pelo que andei lendo, o número máximo é 1000. Isso quer dizer que todo app com mais de mil usuários (ou devices registrados) não poderia usar o serviço (ou teria que fazer uma gambiarra para enviar mensagens em lotes de mil)? Existe alguma outra alternativa pra isso?
