Eu consegui de forma bem mais simples do que você fez Rudson:

1. Vá até: Configurações -> Aplicativos -> Todos -> Estrutura dos serviços do Google

2. 'Clique' em "Forçar parada" e depois "Limpar dados" (vai aparecer uma msg perguntando se quer realmente limpar, confirme. Se aparecer outra mensagem depois, ignore)

3. Vá até: Configurações -> Sobre o telefone -> Atualizações do sistema (a data da última atualização deve estar 1969) -> Verificar agora

4. Voilà

De onde vi a dica, algumas pessoas disseram que repetiram o processo algumas vezes, mas no meu funcionou de primeira.

Gabriel eu fiz o seguinte..

Antes de tentar fazer os passos muda a linguagem dele para Ingles e tentar atualizar..

Tem relatos de pessoas que só fizeram isso e deu certo..

Another fix to all those who has still downloads errors

1.Force Stop the Google Play Store processes Settings>Apps->Running>Google Play Store>force stop

2. Clear Google Play Store data Settings->Apps->All>Google play store>Clear Google Play Store data

3-Uninstall updates in Google Play store Settings->Apps->All>Google play store>Uninstall updates (It will install updates automatically after uninstalling)

3.Remove Google account

To remove a Google Account, touch its name under Settings > Accounts or Settings > Accounts > Google, then Menu > Remove account. Then restart your device and add your Google account again (If you added new contacts and sync isn't working for you then make a backup of new contacts before removing Google account)

4-Comment worked if worked for you

Tenho o Nexus 4 que comprei no Brasil, Acabou de aparecer aqui o alerta de update para 4.3 Jelly Bean. :)

A linguagem default está como inglês (USA), não sei se isto influencia mas não user nenhum outro método para atualizar, simplismente apareceu o update.

Eu atualizei da versão 4.1 para 4.2 usando adb sideload e foi bem tranquilo.

Dessa vez, eu quis fazer uma instalação limpa, apagando todos os dados do aparelho, portanto baixei a imagem do site do Google, no meu caso a do Galaxy Nexus.
