Antes eu tinha um Samsung Galaxy 5 e o badge aparecia em alguns APPs na Applications Screen! Exemplo App de Email padrão!
Eu fiquei muito puto quando não achei uma forma de fazer isso nativamente...

Eu creio também que somente os Apps pré-instalados de fábrica foram implementados este recurso!
