Tentei pelo poster e funcionou perfeitamente.
As permissoes de internet também estão ok.

Já tentou via CURL ou alguma outra ferramenta? Vai que o servidor tá fora do ar ou não responde a HTTP ou HTTPS.
(fora as permissões de internet do Android)
