Todos os números que passei são de instalações ativas.

Verdade, mas já é um bom indicativo, baixando o número de instalações baixa o número de usuários ativos...

Mas como nem todo mundo tem a informação de usuários ativos, o melhor que consigo coletar são as instalações atuais.

Cuidado com o número de instalações. Ele pode não representar a realidade, pois muitos usuários instalam um aplicativo, se esquecem dele e nunca o usam. Isso acontece muito com usuários leigos, que são a regra para aparelhos velhos.
O que vale é o número de usuários ativos, que abriram/usaram o aplicativo nos últimos ~30 dias. Esse dado pode ser obtido através de ferramentas como o Flurry e o Google Analytics.

Pelos dados atuais (com +/- 470K instalações) temos

<= 2.3  17.64%
>= 4.0.3 81.41%

ou seja, android:minSdkVersion="15" FTW :)

Confundi os "azuis". Achei que era do 2.1 mas agora vi que era do 4.1.
Se for isso mesmo melhor mas infelizmente não é a realidade dos meus apps.

Acredito que estejam certo sim @Lucio. 
Infelizmente no Brasil (será que só aqui é assim?) os androids antigos (2.1/2.2/2.3) ainda tem maior market share.
