Eu consigo pensar numa outra: o cara não é técnico e não faz ideia de quanto tempo/custo leva pra fazer o que ele quer, além de não conhecer ninguém confiável na área.
Ele joga um valor que ele pagaria "pra perder", ou seja, um valor de aposta, vê a receptividade e vai ajustando o valor/tempo até se adequar ao melhor custo x benefício.
Sabe quem vai ganhar esse cara? Quem passar confiança pra ele. Mesmo cobrando 5 vezes o valor pedido inicialmente. Pois ai deixa de ser uma aposta de R$1000,00 para ser um investimento de R$5000,00.
Não faço ideia se isso está sequer perto do cenário real, mas eu não abandonaria de cara a oportunidade antes de ter mais info.
