Se isso não era claro, faz sentido remover. Se isso era claro, entre em contato com Google. Existem vários apps de rastreamento que não precisam de conta Google.

Não, e o app tinha uma função de ativar HOTSPOT remotamente , para que o usuário pudesse localizar o device verificando a intensidade do sinal WIFI nas proximidades de uns 15 a 25 metros do aparelho, isso é melhor do que simplesmente tocar um alarme sonoro (o que o app tambem fazia).Talvez o Google não tenha gostado de não ter vinculado o sistema de rastreamento a uma conta Google...

Este app permite desinstalação e também o usuário pode remover todos os dados do serviço na web. A intenção do serviço era localizar smartphone ou mesmo pessoas em caso de acidente (hospital) ou catástrofe natural.
Aqui vai a nota do Google:
"This is a notification that your application, Get Phone Location, with package ID com.wheremyphone.whereismyphone, has been removed from the Google Play Store. REASON FOR REMOVAL: Violation of the dangerous products provision of the Content Policy.
