Se não existir necessidade o minSDK é 14 como o Lúcio frizou!!! :)
Só a titulo de curiosidade, recebi como target de um projeto essa semana o minSDK 8.

O app vai ser pra rodar em aparelhos da Nextel (huawei e Motorola Master).
Parece sacanagem mas não é! :)

Isso hoje é um padrão e desenvolver sem isso acaba sendo uma regressão.
