o Google esclareceu a minha duvida inicial do email oficialmente aqui:
Segue o trecho:
"Top New lists use the date of first availability to determine what is less than 30 days old; this includes the first time an app was published, or the first time an app was made available in a particular location. The time in which an app is exclusively in Alpha or Beta (i.e. with no Production APKs) has no effect on its first availability date and its ability to be in any Top New list."
