Lucas, como está a estrutura do lado servidor? REST, XMLRPC, HTTP puro?
-- Se for REST, volto a fazer um jaba aqui: Retrofit. Dê uma olhada na parte de "FORM ENCODED AND MULTIPART". Vc pode inclusive utilizar o RxJava integrado ao Retrofit e pode iniciar o download e notificar o usuário somente quando terminar, o que torna o uso do app mais interessante.
Inclusive, se vc tiver à disposição HTTP(S) 2.0 ou SPDY, o upload será um pouco mais rápido, sem contar que a parte de segurança beneficia todo o app.
