Duas opções me vêm à mente:
1. Usar callbacks junto ao seu componente gerenciador de downloads
2. Usar um bus de eventos/mensagens (BroadcastReceiver, Otto, etc)
As duas funcionam de maneira semelhante. A segunda diminui o acoplamento, mas adiciona um componente novo (o bus) no seu software, caso ele já não tenha um.
