É não seria acima dele e sim por cima, um overlay mesmo.

Já tentei colocar eles dentro de um FrameLayout, mas não teve jeito. O estranho que antes estava funcionando dessa maneira ai.

Após o update da API 17 para a API 21.

Um layout que eu tenho que tem um Textview por cima de um button, parou de funcionar ficando somente por atrás do button.

Alguém já passou por isso?

Trecho que faz isso é este:
