Eu faço assim e  funciona perfeitamente pra mim.

Exemplo:

public class ContainerPedidos extends ActionBarActivity implements MaterialTabListener, callbackCabPedido {

Meu codigo...

/*Inicio da implementacao dos metodos do callback de Cabecalho do pedido*/
@Override
public VendedorSerial getVendedor() {
    return vendedor;
}

}

public class FragCabPedido extends Fragment {
public interface callbackCabPedido {
public VendedorSerial getVendedor();

 }

}

Vou olhar mas pelo que vi na explicação, o framework precisa da API 19.
