Passei por isso uma vez também, mas não consegui reverter foi suspenso mesmo, ai troquei o nome e ícone agora já tenho mais de 25k usuários.
Mas acredito que de agora pra frente vai ficar mais rígido a avaliação de apps, principalmente pela quantidade de novos devs.

Desenvolvi um app de localização e rastreamento usando o Google Cloud Message (semelhante ao Android Device Manager, mas um pouco mais completo com comandos SMS), o app rodava localmente para enviar os dados de localização a um serviço rodando em uma instância da Amazon EC2, pois ontem o Google simplesmente removeu o app da loja alegando que era um spyware. Este app permite desinstalação e também o usuário pode remover todos os dados do serviço na web. A intenção do serviço era localizar smartphone ou mesmo pessoas em caso de acidente (hospital) ou catástrofe natural.
Aqui vai a nota do Google:
"This is a notification that your application, Get Phone Location, with package ID com.wheremyphone.whereismyphone, has been removed from the Google Play Store. REASON FOR REMOVAL: Violation of the dangerous products provision of the Content Policy. After a regular review, we have determined that this app is promoted as a means of carrying out spying or surreptitious tracking of others. We consider these apps to be spyware and in violation of the policy provision cited above. If your app has a policy-compliant purpose beyond surreptitious tracking and spying, then that should be clear from the app's name, description and marketing materials, and the app should provide regular or persistent notifications that it is tracking device location or activity. Please review our Spyware help center article for more information. All violations are tracked. Serious or repeated violations of any nature will result in the termination of your developer account, and investigation and possible termination of related Google accounts. If your account is terminated, payments will cease and Google may recover the proceeds of any past sales and the cost of any associated fees (such as chargebacks and payment transaction fees) from you.
