Fiz um novo recurso e resolveu.  Liberaram o app. Agora basta eu mandar um novo apk.

* Problema:

After review, Hide Number (Caller Id), br.dms.android.EscondeNumero, has been removed from Google Play because it violates our device and network abuse policy and section 4.4 of the Developer Distribution Agreement. This app won't be available to users until you submit a compliant update.

Here's how you can submit your app for another review:

  1. Make the appropriate changes to your app to ensure it does not access or interfere with another product or service in an unauthorized manner.

  3. Make sure your app is compliant with all other policies listed in the Developer Program Policies. Remember that additional enforcement could occur if there are further policy issues with your apps.
  4. Sign in to your Developer Console and submit the modified, policy compliant APK. If your update included an APK, please increment your APK version code.

* Meu Recurso:

I see there was a mistake, because the app doesn't use any illicit mean that could harm any mobile operator. It is just a shortcut for a common function offered normally by network operators in the whole world: hide or unhide your number or caller id. Android system itself has a configuration for it. This function exists in cell phones since the dumb phones era. 

This app can't hide caller id if the operator offers this service, free or paid for the user. Ex: https://www.att.com/esupport/article.html#!/wireless/KM1001056 

Moreover this is a service that can be activated, in case the operator allows, without the need of any app or Android configuration. You just have to dial a code before the phone number to be called. 


* Resposta do recurso: 

During review, we found that your app violates section 4.4 of the Developer Distribution Agreement.

We have determined that your app interferes with or accesses another service or product in an unauthorized manner. This violates the provision of your agreement with Google referred to above.

Please be sure to correct all policy violations before submitting your app again.

This rejection doesn't impact the standing of your Google Play Developer Account, but repeated violations can result in the suspension of this app or your Google Play Developer account.

Alguém sabe de alguma maneira de fazer um recurso a decisão do Google de remover um app, numa instancia superior?

Removeram um dos meus apps, já fiz o recurso e recebi como sempre uma mensagem que se não for genérica parece ter vindo de um sistema de respostas automáticas.

Tenho certeza que meu app não fere as regras que alegaram. Estou pensando em reclamar no reclame aqui e no https://www.bbb.org/ (Better Business Bureau) e não resolvendo ir no pequenas causas.

Alguém tem alguma sugestão?
